Evaluation procedure

Evaluation of submitted proposals is organized 3 times a year. See below for the applicable deadlines. 
The submitted projects will be reviewed in three phases, taking just 6 to 8 weeks in total.


Phase 1 – TOB (Tender Opening Board)

During the first phase, it is checked whether the submitted proposal meets the formal requirements. If so, the applicant will be invited to the TEB (phase 2), typically 3 weeks after the TOB.

Phase 2 – TEB (Tender Evaluation Board)

During this phase, the applicant has the opportunity to present his project and to answer any questions from the jury. The TEB takes place with representatives of ESA, BELSPO, Innotek. They can be supplemented with experts who evaluate the technological content (eg from IMEC, VITO, SCK). 

Phase 3 – AB (ESA Award Board)

Upon a positive evaluation in Phase 2, the project is recommended to the ESA Award Board that takes the final decision.
